The Coalition intends this site to be usable by everyone who needs it, including people who use a screen reader, who navigate by keyboard alone, who enlarge text, or who cannot use a pointing device. A person looking for this material may be doing so under difficult conditions, on a borrowed device, in a language that is not their first. The site should not add to that difficulty.
The standard this site is built toward
The site is built toward the Web Content Accessibility Guidelines, version 2.1, at Level AA. That is a target, not a claim. No independent audit has been carried out, and the Coalition does not assert that the site conforms. Where this statement says something has been done, it has been done and can be checked. Where it says something has not been tested, it has not.
What has been done
- Every page begins with a skip link that moves the keyboard directly to the main content.
- Headings are used to describe structure rather than to size text, so a screen reader can move through a page by its sections.
- Long pages carry an index of their sections at the top.
- Text colors were chosen against their backgrounds to meet the 4.5 to 1 contrast ratio for body text, and 3 to 1 for large text and for meaningful graphics.
- Color is never the only way information is given. Where a color marks a category or a status, a word says the same thing.
- Interactive elements can be reached and operated by keyboard, and show a visible focus outline when they are.
- Decorative images, including the generated marks that stand in for photographs, are hidden from assistive technology so that they are not announced before every headline.
- Form fields have labels that are linked to them, and errors are described in words rather than by color alone.
- Motion is limited, and animation is turned off for anyone whose system asks for reduced motion.
- Pages are built to remain readable at 200 percent zoom without scrolling sideways.
What has not been tested
The site has not been tested with every combination of browser, operating system and assistive technology. Automated checking finds only a portion of the barriers that exist; the rest are found by people. Documents published by other bodies and linked from this site, including court opinions and government reports, are outside the Coalition’s control and many of them are not accessible.
Telling us about a barrier
If any part of this site prevents you from reaching something you need, please say so. A description of what you were trying to do, the page you were on, and the software you were using is enough; you do not need to identify the problem in technical terms. The Coalition will reply, and will say plainly whether the problem can be fixed and when.
